CREDAI West Bengal Welcomes State Government’s Reform Push to Revive Real Estate Sector

CREDAI West Bengal, the apex body of private real estate developers in the state, has warmly welcomed the West Bengal Government’s recent policy initiatives aimed at improving the ease of doing business, accelerating project approvals, and strengthening the investment climate across the state. As the collective voice of organised, RERA-compliant developers, CREDAI West Bengal views this reform push as a timely and constructive step towards making West Bengal a more attractive and predictable destination for real estate investment.

Key Highlights of the Discussion

  • Economic Engine: West Bengal’s real estate sector attracts over ₹20,000 crore in annual investment, contributes ₹7,500 crore to the state exchequer, and supports the livelihoods of 60 lakh people — making it the second-largest employer in the state after agriculture. As a core pillar of the state’s economy, the sector’s health has a direct, multiplier effect on construction, allied industries, banking and finance, and household consumption, and its continued growth is essential to the overall economic momentum of West Bengal.
  • Zero Tolerance for Illegal Construction: CREDAI has clarified that the 27 illegal projects recently flagged during the State Government’s special audit of under-construction developments do not involve CREDAI members. CREDAI does not admit non-compliant builders into its membership, and such “fly-by-night” operators inflict reputational and financial harm on the entire, legitimate real estate ecosystem.
  • Buyer Advisory: Homebuyers are strongly advised to purchase exclusively from RERA-registered projects developed by CREDAI member-developers, who are bound by the association’s Code of Conduct as well as statutory compliance obligations.
  • Urban Growth and Reversing Brain Drain: Real estate expansion and planned urban development in Kolkata and across West Bengal are crucial to reversing the outward migration of skilled talent. Quality housing, commercial space, and modern urban infrastructure are prerequisites for retaining professionals and attracting new industry and investment into the state.
  • High-Level Government Engagement and Technical Symposium

  • Bengal, Shri Suvendu Adhikari, along with Smt. Agnimitra Paul (Minister-in-Charge, UD&MA), Shri Tapas Roy (Minister-in-Charge, Industries), Shri Umesh Roy (Minister of State), Shri Manoj Agarwal (Chief Secretary), and other senior state officials.
  • Subsequently, at 5:00 PM on the same day, the Government of West Bengal organised a symposium to sensitise the broader real estate fraternity — comprising developers, architects, structural engineers, geotechnical experts, site managers, project managers, and site engineers — on safety and compliance protocols for the construction sector. Senior officers, led by UD&MA Minister Smt. Agnimitra Paul, addressed the gathering.
  • Speaking on the occasion, Shri Sushil Mohta President, CREDAI West Bengal said, “We welcome the State Government’s proposed Standard Operating Procedure (SOP) to improve building safety and regulatory compliance. The government has made significant progress in a short span of time, reviewing around 590 project proposals, with nearly 60% expected to receive approvals soon. Allowing time-bound undertakings for minor deviations is a pragmatic measure that permits construction to resume while ensuring full compliance. CREDAI assures its full cooperation for better compliance and thorough scrutiny of pending projects.”
  • Mr Sidharth Pansari, Immediate Past President, CREDAI Kolkata, also shared his views, “This drive against illegal and unauthorized construction will help genuine builders in the long run, and help customers make better decisions before investing their life’s savings. The syndicate problem sat unresolved for over 15 years. Post the change in government, it was gone in less than 7 days. At CREDAI we stand behind this drive and the vision of our Hon’ble Chief Minister Shri Suvendu Adhikari.”
  • Mr. Apurva Salarpuria, President, CREDAI Kolkata commented, “The government’s proactive approach will help restart construction activity across the state. This will immediately benefit the vast supply chain, secure livelihoods for the large workforce dependent on this sector, and significantly boost investor confidence.”

RERA Mandate, Consumer Protection and Legal Safeguards
CREDAI West Bengal reiterated its commitment to credibility, transparency, and strict adherence to regulatory norms:
● RERA is a Must: CREDAI reinforces that strict compliance with RERA is non-negotiable. Consumers should always verify a developer’s credentials and purchase only RERA-registered properties.
● Clarification on Non-Compliant Projects: Referring to the 27 illegal projects recently identified, CREDAI has affirmed that none of these involve its members. CREDAI does not support operators who disregard regulations and, in doing so, undermine public trust in the sector.
● Law Enforcement and Fake Activism: Existing real estate development and sales laws already have sufficient teeth to protect buyers, provided consumers remain vigilant and informed. CREDAI has also expressed concern over a growing number of instances of extortion and blackmail conducted under the guise of “activism,” and has called for firm action against such practices.
